Director for Government Relations and External Affairs

Job Description:

The Director for Government Relations and External Affairs is responsible for developing and executing the Company’s government relations, public affairs, stakeholder engagement, and external relations strategies. The position serves as the primary liaison between Globalport Terminals Inc. and national government agencies, local government units (LGUs), regulatory bodies, port authorities, industry associations, business organizations, and other key external stakeholders.

The role ensures that the Company’s interests are effectively represented while maintaining strong partnerships with government institutions and regulatory agencies. The Director provides strategic advice to Executive Management on regulatory developments, legislative initiatives, public policy matters, permitting requirements, and issues affecting the Company’s port operations and business expansion.

Key Responsibilities::

1. Government Relations

– Develop and implement the Company’s government relations strategy aligned with corporate objectives.
– Establish, maintain, and strengthen relationships with national government agencies, LGUs, GOCCs, and regulatory authorities.
– Represent the Company in meetings, consultations, hearings, and official engagements with government institutions.

2. External Affairs

– Develop and execute stakeholder engagement plans that strengthen the Company’s external relationships.
– Build strategic partnerships with business organizations, chambers of commerce, port authorities, industry associations, and other external stakeholders.
– Represent the Company in industry conferences, forums, government consultations, and public engagements.

3. Strategic Advisory

– Advise the Group President and CEO on political, regulatory, and stakeholder-related risks and opportunities.
– Assist in crisis management involving government or regulatory agencies.

4. Regulatory Coordination

– Coordinate closely with the Legal Department regarding regulatory compliance, permits, legal risks, and government-related matters.
– Support contract negotiations involving government entities, when necessary.
– Ensure consistency between government commitments and legal obligations.

5. Corporate Representation

– Serve as the Company’s official representative during external engagements requiring executive-level participation.
– Foster goodwill and maintain strong professional relationships with government officials and strategic partners.
– Protect and enhance the Company’s reputation through ethical and professional stakeholder engagement.

6. Reporting and Documentation

– Prepare regular reports for Executive Management regarding stakeholder engagements, government initiatives, regulatory updates, and external affairs activities.
– Maintain comprehensive records of meetings, commitments, correspondence, and regulatory matters.
– Monitor and report key developments that may affect Company operations.

Qualifications:

• Bachelor’s Degree in Political Science, Public Administration, Law, Business  Administration, Communications, or a related field.
• At least ten (10) years of experience in Government Relations, Public Affairs, External Affairs, or a related field.
• Strong government and regulatory stakeholder management experience.
• Proven track record in building partnerships, influencing policy, and managing external relations.
